I believe you are a good example of a South Sudanese Citizen that we all ought to be if our country is to be build from ground up to be the African dream we want it to be. With that out of the way, I must say that your argument is well stated ,supported and proved, however the Minister of higher education has a point in trying to introduce some standards in the area of PHEIs .I honestly believe you both love our country, and are trying your best to put us in the right path. The only issue is you are both looking from your sides of the coin. But since you both at the end don’t disagree on the final resolution of having a quality education, I will suggest the following:<br />1.The Minster should re-open all the PHEIs immediately, and present a five year road map to all private and public institutions to work towards standardization / accreditation (Specific criterion similar to ABET). After these years each institution will be evaluated and given an evaluation report stating if they are in compliance or not. I f they are found in compliance then good, if not they will be given three month to comply or face sanction and possible closure (A state of sever none compliance). This accreditation evaluation could then be conducted every two to three years to maintain standards.<br />2.Private institutions should be allowed to form a council that will represent their interest and point of view across to the public and to the government. This will help foster and strengthen communications and relationships between all the stake holders in the process, meaning the public, the government, and the institutions.<br />3.The Minister of Education/ High Education and Technology should work on a general adult education certificate that will be considered equivalent to the secondary school diploma to allow our adults to gain new skills and peruse their dreams. In America and Canada there is GED certificate (General Education Degree or Development )<br />4.All public and private Institutions should be allowed to solicit funds, donations and contributions from legal entities / through legal means to try to meet accreditations standards. <br />5.The government should provide grants to instituations (Meeting specific national development goals) to reduce the cost of higher education and foster competition among institutions.<br />6.New institutions should follow strict registration criterion, has to prove the need for its service in the country/local community to be licensed.
